Tavernier, a town you pass on your way to Islamorada, has provided me and my dad the best diving I've found in the Florida Keys. Every dive you go on between Key Largo and Tavernier (Islamorada included) you are guaranteed to see tons of tropical fish- and your occassional nurse shark, ray, moray eel, and sea turtle! It's definitely my faorite vacation spot, and I am lucky to be able to daytrip out there as a resident of the Fort Lauderdale Area.
